Howard County Mugshot Record Status

The MODOC Offender Web Search is a separate state system. It covers active incarcerated people, probationers, and parolees. Missouri RSMo § 407.1150 targets the pay-to-remove business model. A publisher or disseminator may not knowingly solicit or accept payment from the person shown to remove or correct covered booking-photo or criminal-record information. A knowing and willful violation can be a class A misdemeanor, and the law creates a civil remedy.
This rule does not force the Howard County sheriff to publish a gallery. It also does not create a universal deletion right. Official access, a granted expungement, and a commercial publisher's conduct are separate questions. Do not pay a removal service based on an assumption that the payment itself creates a legal right to deletion.
